Talent Development Certification Incentive Scheme
Regulations
1. Co-organisers:
The Talent Development Committee (hereinafter referred to as ‘the Committee’) and the Macao Foundation (hereinafter referred to as ‘the Foundation’)
2. Objective:
The scheme encourages residents to actively pursue professional certifications and achieve designated competency levels, thereby cultivating and developing diverse applied skills. This approach enhances individual professional competencies and technical abilities, building a robust talent pool for the strategic diversification of the economy.
3. Reward Catalogues:
To meet the need of social development, the Talent Development Committee has defined the scope of rewards and compiled the two reward catalogues below:
Reward Catalogue for Language Proficiency Examinations
Reward Catalogue for Industry-Oriented Certification Examinations
4. Reward Quota:
A total of 450 incentive quotas are available across the two catalogues mentioned above.
5. Exam Period and Reward Application Period:
Exam period: 1 January 2025 to 31 December 2025
Reward application period: From now until 31 March 2026
6. Reward Method:
1. The same certification examination can only be rewarded once. This rule also applies to past rewardees of the scheme.
2. For the same examination listed in the reward catalogue, if an applicant has previously received a reward, a higher level must be achieved in the current examination to be eligible for another reward.
3. Macao Foundation will disburse a reward of MOP 1,000 after the approval of the application.
7. Application Eligibility:
People who meet the following conditions are eligible to apply for a reward during the application period:
1. Holding a valid Macao Resident Identity Card;
2. Having passed a certification examination listed in the reward catalogue of the ‘Talent Development Certification Incentive Scheme’ during the examination period referred to in point 5, and having obtained a certificate or record of examination results issued by 31 March 2026 (i.e. the examination must be taken in 2025 while the certificate or record of examination results is issued between 1 January 2025 and 31 March 2026). If the certificate or record of examination results is issued in 2026, the applicant must also provide proof that the examination was taken in 2025.
8. Application Method:
1. Applications must be made via ‘Macao One Account’ or the online application system of the Talent Development Committee.
2. After filling in information in the online application form and uploading the required documents, an applicant will receive an email notification that the application has been completed.
9. Documents to be Uploaded:
1. Image of the applicant’s valid Macao Resident Identity Card.
2. Image of the certificate or record of examination results for an examination listed in the reward catalogue (the image must bear the applicant’s name and the date of examination).
3. Image of the applicant’s Macao bank account (MOP) passbook or another document bearing the applicant’s name, bank name and account number. Image of a debit card will not be accepted.
Image File Requirements: 1: The applicant’s identity information must be clear and legible;
2 and 3: Bearing the applicant’s identity information (identical to that shown on the identity card) and certification details (name of certification and date of issue), which must be clear and legible.
File format: Files in jpg, bmp, png and pdf formats are acceptable.
File size: No larger than 5MB.
10. Points to Note on Application:
1. The following circumstances will constitute grounds for refusal:
1.1 The information contained in the uploaded application documents does not clearly identify the applicant’s identity or the relevant rewardable certification.
1.2 The certificate or record of examination results has been altered or modified, or certain information on the document has been covered in some fashion.
2 If the application documents submitted by an applicant are incomplete or incorrect, do not meet the requirements or require additional explanations, the Talent Development Committee will notify the applicant by email. The applicant must provide additional information or make changes within 5 days from the day following the receipt of the email notification. Late submissions will not be accepted.
3. The bank account provided by the applicant is limited to a personal or joint MOP current account opened with a bank in Macao.
11. Review and Notification:
1. Applications will be reviewed by the Talent Development Committee on a first-come, first-served basis. Normally, the Talent Development Committee will make their decisions within 45 days of the closing date for application.
2. Results will be sent to the email addresses provided by applicants; applicants can also check the results on the application webpage.
12. Release of Rewards:
For approved applications, the Macao Foundation will deposit rewards by bank transfer into the Macao bank accounts provided by the applicants by August 2026.
13. Appeal Mechanism:
If there is an objection to the decision made by the competent entity, the applicant may lodge a statement of objection with the author of the act against the decision in accordance with Article 145 of Código do Procedimento Administrativo (‘Administrative Procedure Code’) approved by Decree-Law No. 57/99/M of 11 October, or file a contentious appeal to the court in accordance with the relevant provisions of Código do Processo Administrativo Contencioso (‘Contentious-Administrative Proceedings Code’).
14. Applicant Obligations and Consequences of Non-compliance:
1. Provide information and make statements truthfully.
2. If an applicant intentionally provides false information, makes a false statement or uses any illegal means to obtain a reward, the reward will be revoked and the applicant must return all funds received. Meanwhile, the Macao Foundation and the Talent Development Committee will refuse any types of funding applications made by the applicant for a period of two years from the date of violation of obligations.
3. Apart from the granted reward involved in the violation of obligations, the Macao Foundation and the Talent Development Committee may also suspend other funding payments that have been approved but not yet disbursed, or impose appropriate restrictions when calculating the actual disbursement amount in accordance with the provisions of the relevant funding scheme.
15. Administrative, Civil and Criminal Liability:
Any person who obtains a reward by making false statements, providing false information or using any illegal means shall bear all applicable administrative, civil and criminal liability in accordance with the law.
16. Refund of Reward:
If a granted reward is revoked, the rewardee must return the relevant funds by cheque or cashier’s order payable to ‘Fundação Macau’ within 20 days of receipt of the notification.
17. Compulsory Collection:
If the rewardee fails to return the funds due to the Macao Foundation within the period prescribed in point 16, the Financial Services Bureau will impose a compulsory collection in accordance with the provisions pertaining to tax enforcement procedures.
18. Personal Data Handling:
Personal data provided in application documents will only be used for application review. Applicants must agree to share information about their rewards with the co-organisers, including their personal particulars, application dates, approval dates and information about rewarded certifications.
