Certificate Reward Programme for Talents in Modern Finance

Regulations

1. Co-organisers:

The Talent Development Committee (hereinafter referred to as ‘the Committee’) and the Macao Foundation (hereinafter referred to as ‘the Foundation’)

2. Objective:

The programme aims to motivate Macao residents to obtain professional certificates in securities, asset management, wealth management, risk management, and financial analysis so as to foster more certified and professional financial talents and support the Macao SAR Government’s efforts to develop the financial industry.

3. Catalogue of Rewards:

The Committee has designated rewards related to social development:

4. Rewards and Quota:

The ‘Certificate Reward Programme for Talents in Modern Finance’ consists of four types of rewards: MOP1,000, MOP3,000, MOP6,000, and MOP8,000, with quota of 30, 120, 80, and 80 respectively. The total quota is 310.

5. Examination Period and Programme Application Period:

Examination period: 1 January 2024 to 31 December 2024

Programme application period: from now until 31 March 2025

6. Programme Details:

1. Each applicant can only receive one reward from the same certification examination. This restriction also applies to previous beneficiaries of the programme;

2. The Foundation will release the reward after the approval of the application.

7. Eligibility:

Those who meet the following requirements are eligible to apply during the designated period:

1. Holders of a valid Macao Resident Identity Card.

2. Those who have obtained a certificate listed in the reward catalogue of the ‘Certificate Reward Programme for Talents in Modern Finance’ during the examination period referred in item 5 and provide a certificate or transcript of examination results issued on or before 31 March 2025 (i.e. the examination must be taken in 2024, and the certificate or transcript of results must be issued between 1 January 2024 and 31 March 2025). If the certificate or transcript of examination results is issued in 2025, the applicant must also provide proof that the examination was taken in 2024.

8. How to Apply:

1. Apply via the ‘Macao One Account’ or the Talent Development Committee’s online application system:

2. After completing the online application and uploading the required documents, the applicant will receive an e-mail notifying him/her that the application process is complete.

9. Documents to be Uploaded:

1. Image files of the applicant’s valid Macao Resident Identity Card.

2. Image files of the certificates/transcripts of examination results that are included in the reward catalogue (the image files must bear the applicant’s name and the date of the examination).

3. Image files of the applicant’s bank passbook with a Macao bank (in patacas) or other documents bearing the applicant’s name, bank name and account number. Image files of debit cards will not be accepted.

 

Image File Requirements: 1:The applicant’s identity information must be clear and legible.

                                    2 and 3: The applicant’s identity information (as on the identity card) and the certificate details (name of certificate and date of issue) must be clear and legible.

File format: Files in jpg, bmp, png, and pdf formats are acceptable.

File size: No larger than 5M.

10. Points to Note when Applying:

1. The following circumstances will constitute grounds for refusal:

1.1 The information contained in the uploaded application documents does not clearly indicate the applicant’s identity or the relevant certificate;
1.2 The certificate or transcript of examination results has been altered or modified, or any information on the document has been covered in some fashion.

2. If the information submitted by the applicant is incomplete, incorrect, not meeting the requirements, or if additional explanations are required, the Committee will notify the applicant via e-mail.  The applicant must provide additional information or make changes within 5 days from the day after the email is sent. Late submission of documents will not be accepted.

3. The bank account provided by the applicant is limited to a personal or joint current account in patacas opened with a Macao bank.

11. Review and Notification:

1. Applications will be reviewed by the Committee on a first-come, first-served basis. Normally, the Committee will make a decision within 45 days of the closing date for application.

2. The result will be sent to the e-mail address provided by the applicant and can also be checked on the application website.

12. Release of Reward:

For approved applications, the Foundation will transfer the reward to the Macao bank account designated by the applicant in or before August 2025.

13. Appeal Mechanism:

In the event of an objection to the competent authority’s decision, the applicant may file an administrative complaint against the decision in accordance with Article 145 of the Administrative Procedure Code as approved by Decree No. 57/99/M dated 11 October or file a judicial appeal to the court in accordance with the relevant provisions of the Administrative Procedure Code.

14. Applicant Obligations and Consequences of Non-compliance:

1. All relevant information provided and declarations made must be authentic.

2. Anyone who receives a reward by deliberately providing false information, making false declarations, or taking any illegal means will be disqualified from the reward, and must return any proceeds received,  and will not be allowed to apply to the Foundation and the Committee for any other types of grant for a period of two years from the date of the breach of the obligation.

3. In addition to rewards involving breaches of obligations, the Foundation and the Committee can also suspend the payment of other approved rewards that have not yet been paid, or impose restrictions on  the calculated amounts to be paid in accordance with the regulations of the relevant funding programmes.

15. Administrative, Civil and Criminal Liability:

Anyone who receives a reward by making false declarations, providing false information or taking any illegal means will be subject to  administrative, civil or criminal liabilities.

16. Refund of Rewards:

If the reward is cancelled, the beneficiary must return the full proceeds paid by making a cheque or promissory note payable to ‘The Macao Foundation’ within 20 days of the receipt of the notification.

17. Compulsory Collection:

If the beneficiary fails to return the proceeds due to the Foundation within the time limit set out in item 16, the Financial Services Bureau will impose a compulsory collection in accordance with the provisions pertaining to tax enforcement procedures.

18. Personal Data Handling:

The personal data provided in the application documents will only be used for reviewing the application. Applicants must agree to share their information with the co-organisers, including their personal information, application date, approval date, and information of certificates.
